In the current context of the fourth industrial revolution, the society and economy need to adapt quickly to international and regional changes. This will present challenges for the leaders and managers in general and the local ones in particular in planning the directions and policies for development. Therefore, it is important and urgent to provide scientific information to the leaders and managers so they have the foundation to plan the directions and policies for social and economic development and to reinforce the local order and security.
